Penman replaced the regular left-back of the time, Donald Mackinlay, when Bradford Park Avenue came to Anfield on 6 November 1920, a match the visitors won by one goal to nil. The club programme commented on his debut and only appearance for the Reds' first team: "He shaped very promisingly in the first half, and his first experience in League football should be beneficial. His kicking was clean, but there was a tendency in the second half towards hesitancy in tackling an opponent."
